Fidelio was born in Kentucky, either Graves or Christian. In 1828 the family was in Graves County but it is not know if the move (from Christian) occurred before or after his birth. His father had moved to Perry County, IL in the Fall of 1827 with his brothers. The Williams family owned land around Tamaroa, IL. His father never did return to KY. A marriage record has never been found but after his father's death in 1837, Fidelio sued for his part of the estate and was awarded it.

Fidelio lived in Graves county with his mother, Alaphar and grandparents, Edmund and Elizabeth Watson Green. They moved to Cole County, MO near Hickory Hill, MO in the early 1840's. His grandfather died in 1844 and he was living with his uncle, William E Green in Moniteau County, MO for the 1850 census.

On 26 Dec 1854 he married Judith T Bennett, daughter of James Bennett and Judith Ann Key. Judith Ann's father was Price Key who served in the Revolutionary War. The Bennett's were from Barren County, KY and had moved to Missouri about the same time as the Green's. Fidelio and Judith had two boys, William E and Lafe and one daughter, Zeluma. On 23 Aug 1877, Fidelio and Judith divorces. Judith married Henry G. Cornell. Henry owned property adjoining Fidelio. Judith died on 11 Jan 1908 and is buried in California City Cemetery, California, MO. Fidelio married Sarah Alifir Russell. Allie was the daughter of Henry Clay Russell and Louisa Green. Louisa was the daughter of Azariah Green (sister to Fidelio's mother).

During the Civil War, Fidelio served in the 42 & 43 EMM (Enrolled Missouri Militia). His uncle, Andrew Jackson Green was a captain in the 42nd EMM.

Fidelio died on 14 Jun 1895 in Cole County, MO. He is buried in Enloe Cemetery. The cemetery is about two miles east of his property on Highway C.
